10 Key Takeaways From Hamzat’s Manifesto

By Victor Oriola

The All Progressives Congress (APC) governorship candidate for Lagos State, Dr. Kadiri Obafemi Hamzat, officially unveiled his 100-point election manifesto titled “The Lagos Promise” (Ileri Eko) on Friday October 30, 2026 at the Wole Soyinka Centre for Culture and Creative Arts.

The document is structured around seven core strategic pillars forming the acronym PROMISE: People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity.

The 10 key takeaways from his developmental agenda include:

• Massive Public Transit Expansion: Quadrupling the state’s public bus fleet from 1,000 to 4,000 buses to transport over one million passengers daily, alongside completing ongoing rail lines and boosting water transport.

• Independent Performance Tracking: Establishing an Independent Performance Council to publish annual scorecards, allowing Lagosians to track every unmet target and hold his administration directly accountable.

• First-100-Day Structural Agencies: Setting up a dedicated Child Protection and Nutrition Agency, a State Wealth Fund, and an exclusive Public Service Delivery Office immediately upon taking office.

• Comprehensive Healthcare Upgrades: Adding 580 beds across major facilities—including the new 150-bed Massey Children’s Hospital and Somolu General Hospital—while upgrading 100 Primary Healthcare Centres (PHCs) to flagship status.

• Affordable Housing & Single-Digit Mortgages: Introducing accessible homeownership options through partnerships with private developers, backed by a 10% initial deposit requirement and single-digit interest rate mortgages.

• Aggressive Waste Management & Water Initiatives: Targeting a 95% waste collection coverage rate, executing waste-to-energy projects at Agbowa, and completing the 70-million-gallons-per-day Adiyan Phase Two water project.

• SME Regulations & Procurement Guarantees: Easing the business environment by introducing a single, unified schedule for all lawful local government charges while intentionally allocating a fixed portion of state procurement contracts to small businesses.

• Ward-Level Security Intelligence: Expanding the footprint of the Lagos State Neighbourhood Safety Agency to every single ward across the state’s 20 LGAs and 37 LCDAs, supported by broader CCTV coverage and a State Intelligence Fusion Centre.

• Advanced Educational Institutions: Strengthening public primary school learning outcomes via the EKOEXCEL programme, improving teacher compensation, and pushing for a specialised Lagos University of Medicine and Health Sciences.

• Strict Timelines for Public Complaints: Enhancing government machinery by mandating that every civic complaint must be acknowledged within 48 hours, addressed within 7 days, and fully resolved within 30 days.
